<p>COSCO and China Shipping&nbsp;shares are currently suspended awaiting further announcements of planned reorganizations. These reorgs have been a long time coming. But the costs and their allocations are yet to be discovered. What we do know is that COSCO has failed to be a global leader. CSCL has not done much better. Will the two merged do a better job? Looking at bulk is a far easier decision to make, if only it will be seen as such.</p>
