This week the Macau government proposed to the Second Standing Committee of Macau Legislative Assembly to allow smoking only in smoking lounges in casinos effective on Jan. 1, 2019, one year later than our existing expectation. Our current forecasts across our narrow moat coverage universe already factor in a negative mid-single-digit percentage point impact to VIP play in 2018, and postponing that one year is not expected to have any significant impact to our fair value estimates. We continue to see Wynn trading at an attractive margin of safety.The revised bill creates a level playing field for casino operators. We have confirmed with a Macau legislative assembly member that the revised bill outlines that all VIP smoking gaming areas will be closed and that all casinos will be able to establish smoking lounges on both VIP and mass gaming floors. Therefore, under the proposed bill newer casinos will be able to establish smoking lounges in VIP gaming areas, while the older casinos will lose the smoking premium mass and VIP smoking area. As a result, Cotai casinos as a whole stand to gain market share at the expense of Macau peninsula casinos.Analyst: Chelsea Tam

As mentioned in my previous report, Proton will benefit greatly from the joint effort with the coming FSP hence <a href="https://www.smartkarma.com/entities/19627" target="_blank" data-smartkarma-citation="entities:19627:1">Drb Hicom Bhd (DRB MK)</a> (which 72% revenue are from Proton) share price sprinted a la Usain Bolt recently. The story goes on with a potential increase in sales due to an improved product mix, benefit from a wider distribution network, tighter cost management discipline, and centralized R&amp;D that lower R&amp;D cost and foster cross-learning.  Capital injection by the Malaysian government and potential cash received from the FSP will strengthen their balance sheet (D/E 51% to 38%) that leads to an improvement of credit rating and improvement of production facilities in Malaysia that increases ROA. The company will also benefit from the best practice in running a day to day operations that could lead to better clarity on expense allocation hence there is hope to lower administrative expenses (which are a staggering 13% of revenue and cannot be allocated to any specific business unit).
