<p>Action against Bandhan bank last week from RBI again appears a case of policy activism at a time when markets need to more careful handholding. Bandhan bank is required to lower promoter holding to 40% as per RBI but is unable to do the same as per SEBI restriction on the sale of promoter holding for one year after the IPO. With markets already jittery, investors fear that any negative development can lead to a sell-off in stocks as seen with Yes Bank, Dewan Housing, Indiabulls Housing Finance and Infibeam. Bandhan bank management in a hurriedly arranged conference call yesterday has clarified that it will look to inorganic ways to sell the stake and that freeze on new branches will not affect operations.</p><p>The year 2018 has seen increased policy turbulence in Indian markets starting with the capital gains tax (LTCG), proposed data policy, RBI actions against promoter CEOs, SEBI changes in AMC expense ratio, etc adding to nervousness in markets. The main role of any regulator is to build and maintain trust in the markets (as says U K Sinha, ex-SEBI Chairman) but unfortunately, the recent developments have been far from it. </p>
